BACKGROUND INFORMATION
Luke International (LIN) is seeking a qualified audit firm to conduct an audit equivalent to one that is prescribed by 2 CFR 200 Subpart F or the US Office of Inspector General Guidelines for Financial Audits Contracted by Foreign Recipients for the fiscal year 2020-2021. Luke International had annual revenues totaling $3 million and annual
expenses totaling $2.8 million. Of those expenses 50% is in US Government (USG) funds. In addition, Luke International has a total of 65 staff members and has a total of two cooperative agreements/ contracts and sub agreements funded by the USG. Specifically, Luke International receives funding from CDC, a US Agency.
PURPOSE/SCOPE OF WORK
LIN receives USG funding from the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) for the implementation of Health Information Systems (HIS). References to USG funds in the overall scope of work also apply to any USG funded cooperative agreements from EGPAF to LIN where EGPAF is the sole provider of USG funds.
TIMEFRAME
The audit must be completed by 31st January 2022.
CONTRACTOR DELIVERABLES
The winning audit firm will provide an audit report on the entity’s financial statements as well as a report specifically covering expenditures incurred on USG funded agreements equivalent to the reports described in 2 CFR 200.515 or 45 CFR 75.515.
CONTRACTOR QUALIFICATIONS:
The audit firm must have the capacity and experience to perform Single Audit and should be on the Inspector’s General List of Approved Audit Firms.
LUKE INTERNATIONAL RESPONSIBILITIES
LIN will provide the selected audit firm with appropriate space within its offices for the auditors to work. In addition, all necessary files will be made available to the auditors. Further, the audit firm will be provided with one primary point of contact for all enquiries during the audit process.
LOGISTICS
The audit will be conducted at Luke International offices in Mzuzu located at: Plot number KA/39 Katoto 2 near Beehive primary schools.
KEY CONTRACT TERMS
This contract will be a fixed price contract. No additional costs outside of the winning firm’s fixed price will be considered.
All deliverables provided to LIN must be furnished for the use of Luke International without royalty or any additional fees.
All materials will be owned exclusively by Luke International.
Contractor will not use or allow the use of the materials for any purpose other than Contractor’s performance of the contract without the prior written consent of the Luke International.
EVALUATION CRITERIA:
All proposals will be evaluated by Luke International against the following criteria:
1. Past performance in conducting A-133 or Single Audit equivalent audits
2. Proposed methodology and approach
3. Fixed price
4. Capacity of individual auditors.
INSTRUCTIONS FOR SUBMISSION OF PROPOSAL:
Each proposal must contain:
1. At least 2 professional references contact details (phone and email) of past non-governmental organizations for which you have completed A-133 or Single Audit equivalent audits.
2. Summary of the proposed approach and confirmation that all work can be completed during the timeframe indicated in this RFP.
3. Fixed price for completing the audit
4. CV/Resume of auditor(s) who would be assigned to this project

IMPORTANT DATES
November 18th, 2021 Completed proposals must be delivered electronically by the deadline mentioned on page one to: November 25th, 2021 – Final decision announced and Offerors notified
December 1st 2021 – Contract executed and services begin.

All proposals and communications must be identified by the unique RFP# reflected on the first page of this document. Failure to comply with this requirement may result in non-consideration of your proposal. Any proposal not addressing each of the foregoing items could be considered non-responsive. Late proposals will be rejected
without being considered.
This RFP is not an offer to enter into agreement with any party, but rather a request to receive proposals from persons interested in providing the services outlined below. Such proposals shall be considered and treated by the Luke International as offers to enter into an agreement. Luke International reserves the right to reject all proposals, in whole or in part, and/or enter into negotiations with any party.
Luke International shall not be obligated for the payment of any sums whatsoever to any recipient of this RFP until and unless a written contract between the parties is executed.
