PSI Malawi is affiliated to Population Service International, a Washington DC based non-governmental and nonprofit making organization. PSI Malawi mission is to support low income and at-risk Malawians to lead healthier lives through the provision and promotion of quality products and services, in line with the Government of Malawi goals. To accomplish its mission, PSI Malawi is inviting applications from suitably qualified candidates to fill the vacant position of Procurement Officer.
Reporting to the Procurement Coordinator, the incumbent will be responsible for Processing of procurement documents to ensure that procurement is executed in accordance with procurement best practices, PSI Malawi policies and donor regulations. Specifically, he/she will be required to perform the following duties and responsibilities;
Receive Purchase Requisitions from departments, review them for completeness and sequence them for processing.
Identify sources of supply, in line with the PSI Malawi Procurement Manual, and raise Requests for Quotations (RfQs) and/or draft tender documents for review by the Procurement Coordinator or Manager.
Attend tender meetings to provide secretariat services as may be necessary, and screening of selected suppliers and contractors on Bridger Insight before Purchase Orders and contracts are issued.
Raise Purchase Orders (POs) per the approved tender evaluations and/or Internal Procurement Committee minutes, and ensure the POs are properly reviewed and approved per the Authority Matrix. Where applicable, Complete standard contract templates with supplier and service providers.
Liaise with Warehouse to ensure safe delivery and receipt of ordered materials.
Consolidation of documentation e.g. invoices, After Action Report, GRN to Finance for processing of payments.
Maintain a tracker of vendor performance against key indicators, and share the same with the Internal procurement Committee per policy intervals, for the review and vendor performance evaluation.
Scanning and attaching of documents in QBE, and sequentially filing of hard copies of all Procurement documents
Qualification, Knowledge, Ability and Skills
Applicants must have a Diploma in Purchasing and Supply, Business Administration, or Accounting; with 2 years’ experience.
Membership with Malawi Institute of Procurement and Supply (MIPS) is a must.
Understanding of Malawi Public Procurement Act and Regulations
Good experience in procurement management and understanding environment of the cooperating partners, health public sector, NGO and private sector
Good understanding of different donor requirements and procedures
Excellent oral and written communication skills
Understanding of internal controls
Self-starter, effective team prayer and demonstrated verifiable result-oriented track record
