Monitoring and Compliance Enforcement Officer (2posts)
Job Title: Monitoring and Compliance Enforcement Officer
Grade: PPDA7
Department: Regulatory Review, Monitoring and Compliance
Location: Lilongwe
Purpose of the Job
To assess and determine the status of compliance to legal provisions of the procurement Act
Key Responsibilities and Duties
Develop and prepare monitoring plans and programmes
Conduct procurement prior reviews on PDEs submissions for approvals
Carrying out post reviews to assess and determine the status of compliance with the public procurement and disposal of assets legal provisions
Carry out procurement and asset disposal audits
Identify common compliance issues, their causes and recommend solutions
Undertake institutional compliance verification and assessments
Monitoring and assening the overall functionality of the Public Procurement System
Development and maintain good working relations with PDEs to promote efficiency and effectiveness.
Ensure that alleged procurement and disposal malpractket are promptly and thoroughly investigated
Prepare compliance status reports of entities procurement and disposal activities with legal requirements
Prepare periodic performance reports
Qualifications and Experience
Bachelor’es degree in either Proairement, Purchasing and Logistics, Purchasing and Supply, Supply Chain Management, Business Administration, Economics, Finance, Social Science, Accountancy, Public Administration
Member of MIPS.
At least three (3) years’ experience In procurement or related field
Requisite Knowledge, Abilities and Skills
Good knowledge of Malawi Government’s public procurement and disposal policies.
Sound understanding of contract law, fair trading practices. freedom of information and applicable legislations.
Good Computer literacy
Excellent knowledge of procurement tools such an e-Tender systems and contract management systems.
Ability to lead a multi-disciplinary team of professionals –
Strategic Management, analytical and interpersonal skills
Strong communication and organisational skills, versatility, ability to multi task and meet deadlines.
Ability to work as a team member with leadership skills for coaching and developing employees.
Computer literacy is necessary.
