We are seeking exceptionally talented Malawian residential candidates for the USAID Southern Africa Energy Program (SAEP), a Power Africa initiative.
The USAID Southern Africa Energy Program works to advance energy policy and regulatory reform and accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations. women, and youth.

SAEP leverages the momentum of private investment to help focus SAEP’s resources in ways that best support the reform of national and regional cncrgy ecosystems. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment and continued political will.
Project Overview, Objectives and Position Description:
The objective of USAID’s Southern Africa Energy Program (SAEP) is to increase electricity availability and access in Southern Africa. This is to be done by facilitating transactions and strengthening the enabling environment for public and private sector investment in the power sector SAEP will address five (5) key constraints to such investment namely: i) ineffective regulation, planning, and procurement for energy; ii) low commercial viability of utilities; hi) limited regional harmonization and cross border electricity trade; iv) lack of demonstrated and scaled clean and renewable energy and energy efficiency technologies and practices and v) weak institutional and human resource capacity for energy sector management.
Deloitte Consulting LLP seeks to engage a Country Manager who is well versed in the power and energy sector in Malawi (both on- and off-grid) to support the SAEP. S/He will be the technical advisor to support SAEP activities in the country. S/He will act as the main point of contact for public and private sector stakeholders in the country and coordinate SAEP communication, technical activities, and engagements in the country.
Responsibilities
The Malawi Country Manager will support the Deputy Chief of Party — Technical and collaborate with SAEP Country Managers in other countries and Outcome Leads. S./He will be responsible for the following specific duties but not necessarily be limited to:
Identify potential projects or initiatives whac SAEP may engage with including identifying key project/initiative counterparts (and champions therein) capable of partnering in project delivery
Coordinate activities with relevant energy sector stakeholders in Malawi
Assist in project evaluations and codification of lessons learned to apply to new projects in the country as well projects throughout the SAEP region
Provide support for pieces of training delivered in-country, including administrative and logistical support, building participation of local counterparts, and facilitation at training events
Liaise with the US Embassy and USAID in-country offices as well as other donors / cooperating partners
Work closely with SAEP Outcome Team Leads, project leaders, subject matter experts, and other Country Managers covering other SAEP territories
Prepare initial drafts of Scope of Work (SOW), briefing papers, training summary reports, trip reports, and other documents for technical advisors, host-country officials, and/or US Government stakeholders
In coordination with the SAEP Environmental Compliance Officer, ensuring that all projects delivered in-country follow the SAEP Environmental Monitoring & Mitigation Plan (EMMP)
Collect and report on in-country Monitoring and Evaluation (M&E) data and prepare status reports
Support grants management and reach out to grantees to discuss the status of their activities
Carry out other tasks as needed at the discretion of the Chief of Party, Deputy Chief of Parties, and/or Outcome Leads and Deputies
Minimum Skills, Educational Qualifications and Experience:
Bachelor’s degree in energy-related engineering, business, economics, andlor policy and regulatory fields. A Master’s Degree would be an added advantage
Minimum of five (5) years of professional experience working in the energy sector with a focus on policy and regulatory framework experience
Well-versed in thc African power sector with specific experience in thc Malawian power market experience
Solid understanding of off-grid electrification and working with the Solar Home System (SHS) companies
Experience with managing and supporting grant programs (collecting and verifying data)
Experience managing multiple activ itics on USAID or donor-funded projects preferable
Fully proficiency in English required, with proven English writing and oral communication skills:
Strong research skills, teamwork, and interpersonal skills
High proficiency in Microsoft Office suite (e.g., Excel, Project, PowcrPoint, Word)
Demonstrated ability to collaborate with others, driving results across multiple work streams
Strong individual initiativc, including thc ability to take ownership of work and work products, motivate others to produce strong work products and solve problems
