Background
United Purpose (UP) Malawi is an international non-governmental organisation working to create opportunities for lasting improvement in peoples’ lives. We work in partnership with others to support a range of livelihoods and food security, WASH and health, sustainable energy and gender equality programmes reaching over 1,200,000 people a year across Malawi. Globally, we work in nine countries across Africa, Asia and South America; however our Malawi programme is by far and away our largest and most established country programme. UP currently operates in 17 districts in Malawi, supporting over 30 on-going projects, with a total staff of over 350.
UP Malawi is seeking to recruit an experienced and dynamic Monitoring, Evaluation, Accountability and Learning (MEAL) coordinator for the GIZ –FNSP Project in Dedza.
The overall objective of the country package is: ‘the nutritional status and resilience to food crises of people in Dedza district who are vulnerable to nutrition insecurity, particularly women of reproductive age and young children, has improved’.
The overall objective will be achieved through four fields of activity:
Improved knowledge, attitudes and practices related to nutrition and hygiene;
Strengthened resilience of households and communities to food insecurity;
Strengthened planning and coordination of nutrition-responsive measures and
Feed lessons learned into the bilateral portfolio and mainstream scalable approaches in national processes.
The direct target project participants of this programme are 18,277 children under-two and 11,770 pregnant and lactating women (PLW).
The overall objective will be achieved through addressing four key result areas:
Key Result Area 1: The households assisted by the programme have increased their knowledge and improved their attitudes and practices in relation to their nutrition
Key Result Area 2: Households and communities have further developed their capacity for dealing with food insecurity, above all in relation to food crises and the impacts of climate change
Key Result Area 3: DNCC and other actors that are relevant for nutrition in the Dedza District are strengthened in their role of planning and coordinating nutrition-responsive measures
Key Result Area 4: Monitoring, Evaluation, Accountability and Learning
The candidate we are recruiting must be firmly committed to delivering lasting positive improvements to the communities that we serve, and delivering UP’s mission and upholding our values of integrity, dignity, and environmental respect. The contract will be for approximately 15 months up until around December 2022 (with strong possibility of future extension, subject to personal performance and funding).
Position: M and E Coordinator (Based in Dedza with extensive field travel)
Job Purpose: The M&E Coordinator will be responsible for designing and implementing the M&E activities of the Project. Assisting the Nutrition Manager in preparing Quarterly reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Coordinator works in close collaboration with project team and CO programme and operations clusters, Government officials, private sector, non-government and civil society organizations.
Key duties and Responsibilities;
Develop a Monitoring & Evaluation Plan for the Direct Nutrition Intervention, make planning and monitoring system operational in the district and TA level and ensure orientation of monitoring instrument and processes
Contribute to the development and improvement of nutrition intervention outcome and output monitoring tools through sound questionnaire design and quality data processing, analysis and dissemination procedure.
Ensure that analysis and findings from monitoring and reporting exercises are of high quality and are communicated to internal and external stakeholders effectively though the generation of knowledge products
Mainstream the Nutrition Intervention results in the MIS-based results reporting database for internal and external consultation
Provide feedback to the Project Manager on project strategies and activities;
Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Manager and district coordinator;
Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project
Organising and undertaking training with stakeholders, including primary stakeholders, in M&E skills, including Participatory Review Assessment tools used for problem identification and analysis to facilitate appropriate plan of action to address the real needs of beneficiaries
Responsible for coordinating knowledge capture and management for the project, as well as appropriate dissemination. This includes facilitating learning reviews and document lessons for internal/external sharing and cross-learning.
Manage information through proper management of database, storage of all project key documents and tracking of recommendation from reports, field visits and meetings
Support the integration of women’s empowerment and leadership; and UP mainstreaming issues (HIV/AIDs, disability) throughout all aspects of the project cycle.
Develop and submit monthly monitoring and documentation reports to the line manager.
Liaise closely with national M, E & L manager as well as the cross-programme M&E technical working group.
Representing UP and the programme in relevant activities and meetings.
Advise programme management on planning, progress, efficiency and effectiveness of the programme
The successful candidate will have:
BSC in Social science/ Statistics with major in economics or demography
A minimum of three (3) years of practical experience in project M& E
Proficiency with database management , software and online search tools required
Prior work experience in a non-governmental organization or government agency doing M& E
Experienced with result based management approach, data collection tools and methods ( qualitative and Quantitative), M&E systems development and implementation , training in M&E
Familiarity with scaling up nutrition (SUN) and Nutrition Education and Communication Strategy (NECS) implementation frameworks is desirable
Oral and written fluency in English and Chichewa required.
Proficiency in Microsoft Office applications, EPI info, STATA and SPSS, ENA required.
Must be well organized and capable of completing multiple tasks before a deadline.
Willing to travel and stay in rural areas.
Knowledge and understanding of the Theory of Change Concept
Knowledge and understanding of the design for behaviour change concept
