1. The Government of Malawi, through the Ministry of Education (MoE) has secured funds from World Bank for the implementation of a project called Equity and Quality Learning at Secondary (EQUALS). The Project Development Objective (PDO) is to improve the quality of mathematics and science instruction and increase access to secondary education in Community Day Secondary Schools (CDSSs). The expected implementation period of the project is 6 years.

2. In this connection, the MOE is in the process of implementing some of the activities of the EQUALS Project. Thus, the MoE has received financing from the World Bank toward the cost of implementing Activities for the EQUALS Project and intends to apply part of the proceeds toward payments under
contract for the supply and delivery of Fischer Jackets as follows:

NOTE: Bidders are advised that contract shall be awarded to the bidder with lowest evaluated cost for all items as one batch.

3. The Chairperson, Internal Procurement and Disposal Committee of the Ministry, now invites sealed bids from eligible and qualified bidders for the supply and delivery of Fischer Jackets.

4. Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procedures contained in the Public Procurement and Disposal of Public Assets Act (2017) and its subsidiary legislations and World Bank Procurement Regulations of July (2016) and is open to all qualified and eligible bidders.

5. Interested bidders may obtain further information and inspect the Bidding Documents from the Ministry’s Procurement and Disposal Unit at the address given at paragraph 11(a) below from 08.00Hrs to 12.00Hrs and 13.00Hrs to 16.00 Hrs local time, Monday to Friday, excluding public holidays.

6. A complete set of Bidding Documents prepared in English Language may be obtained by interested bidders at the address given below at paragraph 11(b) upon payment of a non- refundable fee of MK5, 000.00. The method of payment is cash or bank certified cheque.

7. Bids must be deposited in a tender box placed at the address given below by 5th October, 2021 at 14:00 hours local time. Electronic bidding will not be permitted. Bids shall be opened in the presence of the bidders’ representatives who choose to attend at the address given at paragraph 11(c) below on 5th
October, 2021 at 14:00 hours local time.

8. All bids must be accompanied by a Bid Securing Declaration Form and in the format provided in the Bidding Document.

9. Late Bids shall be rejected and shall be returned to the owners unopened.

10. Bidding and subsequent contracts of the tender shall be administered in line with the environmental and social management and fraud and corruption policies of the World Bank. The Ministry reserves the right to reject any or all bids received in the tender.
