POSITION: EXECUTIVE DIRECTOR (RE-ADVERTISEMENT)
INTRODUCTION AND BACKGROUND
The Malawi Institute of Management (MIM) is a Statutory Corporation established by an Act of Parliament No. 7 of 1989 to provide leadership and management training, consultancy and research services to the public sector, statutory corporations and the private sector in Malawi and beyond. The Institute has two specialized Directorates which are responsible for the implementation of its mandate as stipulated in the MiIM Act. In order to fulfill its mandate effectively and efficiently with strategic leadership and management, an excellent and rare opportunity has arisen to engage a qualified person of Malawian origin to fill an Executive Management position of EXECUTIVE DIRECTOR tenable at its Lilongwe Main Campus. The Board of Directors of MIM therefore, invites applications from suitable candidates to fill the position on a three (3) year employment contract.
This is a highly demanding position that requires a person who has demonstrable capacity to initiate administrative, managerial and academic innovations geared at making MIM a Center of Excellence, vibrant and competitive institution.
The incumbent is responsible for directing the vision, strategy, growth, resource mobilization and management, and strategic competitiveness of MIM.
GENERAL DESCRIPTION OF THE JOB
The Executive Director shall be the Chief Executive Officer and professional head of the Institute. He/she shall be responsible to the Board of Governors for the effective and efficient operation and management of MIM. He/she shall lead a multidisciplinary team of experts and shall have all overall responsibility for managing the Institute and its resources. The Executive Director shall also provide leadership, guidance, direction and advice on policy and overall strategic direction of the Institute.
KEY RESPONSIBILITIES OF THE POSITION
The Executive Director shall be responsible for the following among others:
Leadership and Management
Direct and control MIM’s operations by providing leadership in developing programmes, organizational and financial plans with the Board of Governors and staff, and carry out plans and policies authorized by the Board.
Proper administration of the Institute in accordance with the general principles, policies and regulations determined by the Board of Governors,
Formulating and implementing short, medium and long term strategic corporate plans;
Formulating and submitting a well costed draft annual work programme of the Institute to the Board of Governors and the Government of Malawi for consideration and approval;
Directing and guiding all Directorates of MIM in the preparation of corporate strategic and business plans and aligning them with relevant Government Policies, MIM’s vision and mission;
Identifying organizational structure changes and staff skills gaps, and establishing required change management processes;
Ensuring that human resource needs are met through appropriate recruitment, remuneration, promotions, staff development and discipline policies, procedures, systems without compromising the Institute’s viability.
Academic Affairs and Management
Provide overall leadership and support on all academic matters by ensuring the formulation and adherence to academic policies and programmes
Provide academic leadership and direction by providing a coherent vision for short-term, undergraduate and postgraduate training, research and publications, and consultancy and outreach programmes
Facilitate alternative teaching and learning avenues (such as open and distance learning) in order to widen access to higher education;
Liaise with external stakeholders to develop and maintain strategic academic partnerships;
Maintain high standards of academic teaching and learning and ensure that programmes are reviewed periodically to ensure relevance of programmes;
Ensure that mechanisms for quality control are in place and functioning properly to ensure that the quality of graduates is consistent with local, regional and international expectations
Lead, manage and retain staff to achieve academic excellence, supported by performance and development processes, and contribute to the successful development of MIM as a destination of choice for leadership and management training programmes in the country and even beyond; and
Manage MIM’s academic, physical and financial resources so as to maximize its contribution to the training of a competent cadre of Malawians in leadership and management as its critical contribution to the attainment of the Malawi Vision 2063.
Finance Management and Resource Mobilization
Maintain efficient and effective financial management systems and ensuring their overall economic and effective implementation
Formulating, controlling and implementing annual budgets to ensure that targets are met, that revenue flows are maximized and that fixed costs are minimized;
Ensuring that MIM operates a proper and efficient accounting system in Conformity with generally acceptable financial accounting standard which include timely preparation of the budget plans in line with relevant legal instruments;
Ensuring that effective management systems, procedures and financial controls are in place to make the most effective, economical and efficient use of the institute’s resources; and
Ensure the institute develops and implements an effective resource mobilization strategy targeting both local and international sources.
Develop and manage strategic alliances and partnerships with the public and the private sectors in areas of mutual interest.
Human Capacity Building and Development
Develop and implement an effective human resource and development policy that, among other things, ensures professionalism, integrity, dedication, commitment and discipline among both staff and students
Ensure that MIM recruits and retains the required numbers of well-motivated, trained and developed staff in both teaching and non-teaching categories to guarantee the achievement of its strategic goals and objectives. Ensure staff meet performance targets in line with the Performance Management System and oversee the regular reviews of human resource policies, procedures and practices including job descriptions of staff to ensure the competitiveness of MiIM at all times;
Develop and maintain total quality management systems throughout MIM to ensure that the best possible products and services are provided to clients at all times.
Develop, promote and direct the implementation of equal opportunities in all aspects of MIM’s work; and
Develop and direct the implementation of policies and procedures too ensure that MIM complies with all health and other statutory regulations.
Research and Publications
Develop MIM’s research policy to ensure a vibrant research culture, innovation and creativity;
Ensure implementation of the institute’s research agenda which fosters application of research results to improve knowledge and human welfare at all levels of society;
Develop and maintain research and development programmes that ensure MIM remains at the forefront of leadership and management training in the country, applies cost effective methods and approaches, provides leading-edge products and services and retains its competitive edge
Ensure research outputs are published and disseminated in various ways to enhance the reputation and academic stature of MIM; and
Ensure that research and development activities are undertaken in.accordance with MIM’s existing governance, policy and regulatory frameworks.
Consultancy and Outreach
Develop and deliver a compelling, cohesive and ambitious vision for MIM’s consultancy and outreach portfolio so as to strategically position it as the destination of choice for leadership and management consultancies;
Encourage the development of winning consultancy proposals through coaching, mentorship and leading by example;
Develop and oversee outreach programmes that benefit the community around MIM and the Malawi nation at large;
Establish and maintain effective formal and informal links with MIM’s major clients, relevant government departments, agencies, local authorities and other stakeholders generaly to exchange information and views and to ensure that MIM is providing the appropriate range and quality services; and
Develop and maintain an effective marketing and public relations strategy to promote MIM’s products, services and image in the wider community.
Carry out any other duties as may be assigned by the Board of Governors from time to time.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
The ideal candidate should have the following qualifications and experience:
A PhD majoring in Management/ Administration/ Economics/ Business/Education or any relevant field from an accredited higher education institution
The applicant must also have a least ten (10) years proven managerial experience at increasing level of seniority and responsibility, five (5) of which should have been in the design and implementation of training, consulting and research programmes in accredited higher education institutions.

Have demonstrable experience in leading a multi-disciplinary team with varied professional qualifications;
Be able to interact with stakeholders, partners and collaborators at the highest level;
Be able to demonstrate wide knowledge of the management training sector and must have a proven track record of managing an Institution like MIM;
Have experience in results based management;
Be computer literate (Microsoft office: MS Word, Excel and Power Point);
Be decisive, self-motivated, assertive and excellent communication and interpersonal skills; and
Be of high integrity, discretion and excellent negotiation skills.
