BACKGROUND INFORMATION
The Electricity Supply Corporation of Malawi (ESCOM) Limited is a limited liability company incorporated under the Companies Act, Cap. 46:03 of the Laws of Malawi. The Electricity (amendment) Act of 2016 outlines the functions of ESCOM which are carried out through licenses issued by the Malawi Energy Regulatory Authority.
Transmission license mandates ESCOM to among other activities, build, operate and maintain the transmission network in Malawi and carry out related technical activities. Distribution license mandates ESCOM to among other activities, build, operate and maintain the
distribution network in Malawi; carry out related technical activities and commercial services. System and Market Operator’s license mandates ESCOM to among other activities, provide access to all generation plants.
The above are implemented through a five-year Integrated Strategic Development Plan; annual operational plan and annual budget. Arising from the above functions, ESCOM is also participating in telecommunications industry through its optical fiber infrastructure.
Supporting implementation of these functions, are support services structured based on purpose. These include legal, finance, human resources, procurement, risk and assurance, planning, monitoring and evaluation, information communication technology and public
relations. ESCOM is now in the process of recruiting suitable persons to fill vacant post as follows:
JOB TITLE: DIRECTOR OF SYSTEM AND MARKET OPERATOR (ES 3)
Level: Executive management
Division: System and Market Operator Licensee
Nature: Strategic Business Unit
Reporting to: Chief Operating Officer
Purpose of the Job
To effectively plan, organize, direct, control and manage the System and Market Operator (SMO), as a Strategic Business Unit (SBU), with complete responsibility over core activities, sales and support functions, accountable for revenue, cost and profitability.
The incumbent shall also direct department heads in defining goals and objectives and develop strategies to meet and evaluate those goals. Act as a change agent by providing the means to foster and support a positive organizational culture.
Duties and Responsibilities
This is a strategic leadership position responsible for SBU operations in ensuring production efficiency, quality service and cost-effective management of resources. Accordingly, the
Director of SMO Licensee shall be responsible, but not limited, for the following:
Directing and guiding the SMO licensee in the preparation of its strategic and business plans and ensuring the submissions address requirements of the Electricity (amendment) Act of 2016;
Representing the SMO in the Corporation`s strategic and business planning processes;
Ensuring that action plans for each department within the SMO Licensee are derived from laws, market rules and other regulatory requirements relating to SMO and in liaison with
other divisional heads, that the material, human, and financial resources are available in the short, medium and long terms for smooth implementation of such plans;
Ensuring timely preparation of the Revenue and Capital budgets to facilitate the translation into action of the requirements in the corporate strategic plans;
Continuously monitoring progress of each sub-division and Department and taking corrective action or introducing adjustments or alternatives to strategy implementation as
dictated by available resources;
Ensuring that the Operations and Maintenance of the system and network and associated ancillary equipment are properly managed, with emphasis on quality and reliability of supply;
Formulating policies, technical or otherwise relating to the System & Market Operator operation and maintenance functions;
Delivery of total value chain of the SBU with more customer focus, which will bring high degree of customer satisfaction and high employee morale; and
Carrying out any other duties as assigned by the Chief Operating Officer.
Qualification and Experience
The ideal candidate should have a minimum qualification of a Bachelor’s Degree in Engineering and a Master’s Degree in any of the following fields; Project Management, Strategic Management, Business Management and/or equivalent from a recognized University. The applicant must also be a registered member of the Malawi Board of Engineers and have ten (10) years’ work experience of which at least seven (7) years should be at Executive or Senior Management level.
Applicants with experience in the power supply industry will have an added advantage.

Employment will be on a three (3) year contract, period renewable depending on performance.
