1. The Government of Malawi through the Department of Disaster Management Affairs (DoDMA) has received financing from the African Development Bankhereinafter called the Bank toward the cost of the Post Cyclone Idai and Kenneth Emergency Recovery and Resilience Project (PCIERP),and intends to apply part of the proceeds toward payments under the contracts for
a) LOT 1 – Construction of Emergency Operating Centres in Mulanje and Chikwawa Districts, b) LOT 2 – Construction of Emergency Evacuation Centres in Nsanje and Phalombe Districtsc) LOT 3 – Construction of 10 No. Model Houses in Zomba, Mulanje, Chikwawa, Phalombe and Nsanje (2 houses for each District).

Bidders may Bid for one or more contracts (lots) or combination of lots (package), as applicable and as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.
2. The Department of Disaster Management Affairs (DoDMA) now invites sealed Bids from eligible Bidders registered with the National Construction Industry Council of Malawi (NCIC) in the MWK 1 Billion and above in the Building Category for Lot 1 and 2 and in the MWK100Million Building Category for Lot 3.
a) LOT 1 – Construction of 2 No. Emergency Operating Centres in Mulanje and Chikwawa Districts (1 for each District),
b) LOT 2 – Construction of 2 No. Emergency Evacuation Centres in Nsanje and Phalombe Districts (1 for each District)
c) LOT 3 – Construction of 10 No. Model Houses in Zomba, Mulanje, Chikwawa, Phalombe and Nsanje (2 houses for each District).
The construction period for all the contracts is Six (6) Calendar Months.
3. Bidding will be conducted through the Open Competitive Bidding (National), OCBN procedures as specified in the Bank’s the Procurement Policy for Bank Group Funded Operations dated October 2015 and effective January 1, 2016, and is open to all eligible Bidders as defined in the Procurement Framework.

5. The Bidding Document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MK 20,000.00.
The method of payment will be Payment should be in cash or bank certified cheque. The document will be physically picked by interested bidder upon production of evidence of payment.
6. Bids must be delivered and deposited in a tender box located near the Conference Room, Opposite the Reception Guard Room at the Department of Disaster Management Affair Office, in the Department of Economic Planning Building, Capital Hill, Lilongwe on or before 10:00 hours (local time in Malawi) on 19th November, 2021.
Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below:
