Capacity Development and Reforms Manager (1 Post)
Job Title: Capacity Development and Reforms Manager
Grade: PPDA4
Department: Capacity Develimment, Reforms and Advisory Services
Location: Lilongwe
Purpose of the Job
To be responsible for developing and facilitating implemntation of capacity development programmes and advising on procurement professional and procurement capacity needs in PDEs
Key Responsibilities and Duties
Provide technical support to PDEs
Organize training programs for public officials involved in public procurement
Monitor the implementation of procurement reform and capacity development initiatives in all PDF.s.
Foster professionalism, setting qualiffiaticm requirements for professionals
The assessment of equipment needs for the procurement functions in PDEs
Facilitate training and capacty development programmes
Provide a public procurement career stream
Foster professionalism, setting qualification requirements for professionals,
Develop a code of conduct for public procurement profession
Develop database and integration of information related to capacity development
Carry out appraisal of procurement staffing needs in PDEs and ensure appropriate stalling levels are maintained
Facilitate the development of procurement reforms strategy
Qualifications and Experience
Bachelor’s degree in either Procurement, Purchasing and Logistics, Purchasing and Supply or Supply Chain Management, Business Administration, Economics, Finance, Social Science, Accountancy or Public Administration. Master’s degree in either Procurement, Purchasing and logistics, Purchasing and Supply or Supply Chain Management, Business Administration, Economics, Finance, Social Science, Accountancy or Public Administration
A MIPS member
A minimum of five (5) ware experience in procurement or related field
Requisite Knowkdge, Abilities and Skills
Good understanding of principles and the application of e-Procurement technologies.
Good knowledge of Mabwi Government’s public procurement and disposal policies and applicable laws
Excellent knowledge of procurement tools such as e.Tender systems and contract management systems
Strong strategic management, analytical end interpersonal skills
Strong organisational skills, versatility, ability to multitask and meet deadlines.
Excellent communication skills (oral and written)
Mature and good communicator with adequate negotiating skills
