1 This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for
this Project that appeared in United Nations Development Business online (UNDP
online of 20th May 2018, and on the African Development Bank’s internet website
(www.afdb.org).
2 The Government of Malawi has received a grant from the African Development
Bank (ADF) in various currencies towards the cost of Promoting Investment
and Competitiveness in the Tourism Sector (PICTS). It is intended that part of
the proceeds of this grant/financing be applied to eligible payments under the
contract number IPDC/MoTCW/PICTS/G/2021/020.
3 The Ministry of Tourism, Culture and Wildlife invites sealed bids from eligible
bidders for the Supply, Delivery and Installation of ICT Equipment for the Ministry
of Tourism, Culture and Wildlife as follows:

4. Interested eligible bidders may obtain further information from and inspect the
bidding documents at Procurement Unit, Annex Offices, Ministry of Tourism,
Culture and Wildlife, Private Bag 326, Lilongwe 3, Malawi, from Monday, 1st
November, 2021 at 8:30am to 12:00pm and from 1:30 pm to 4:30pm in the
afternoon.
5. A complete set of Bidding Documents may be purchased by interested bidders
on the submission of a written application to the above and upon payment of a
non-refundable fee of MK5, 000.00. The Bidding Documents will be collected by
bidder immediately upon payment or be sent by express mail or courier in which
case the applicant/bidder should clearly indicate the delivery address and bear
the costs.
6. The provisions in the Instructions to Bidders and in the General Conditions of
Contract are the provisions of the African Development Bank Standard Bidding
Document for Procurement of Goods.
7. Bids must be deposited in a Tender Box located at Tourism Reception on or
before Monday, 29th November, 2021 at or before 14:00hrs. All bids must be
accompanied by a bid securing declaration. Late bids will be rejected.
8. Bids will be opened in the presence of bidders’ representatives who choose
to attend at 14:00am Malawi local time on Monday, 29th November, 2021 in
Tourism Conference Room.
9. The Ministry of Tourism, Culture and Wildlife does not bind itself to accept the
lowest or any bid, but reserves the right to exercise choice of the lowest evaluated
substantially responsive bid.
