1. The Government of Malawi has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Sustainable Fisheries, Aquaculture Development and Watershed Management, and intends to apply part of the proceeds toward payments under the contract for Construction of New Offices and Renovation of the Existing Office Blocks and Institutional Houses at Chilumba, Chisenga, Ntchena- Chena, Nkhata-Bay DFO, Nkhota-Kota DFO, Linga, Chilambula, Malembo, Msaka, Monkey-bay, Namiyasi, Zomba DFO, Kasinthula, Bangula and Chisitu Fisheries Offices.

2. The Chairperson of Internal Procurement and Disposal of Assets Committee (Civil Works) of Ministry of Forestry and Natural Resources on behalf of The Government of the Republic of Malawi invites sealed tenders from eligible Tenderers who are currently registered as Building Contractors with the National Construction Industry Council of Malawi in the 500 Million Kwacha Category and above.

3. The Ministry of Forestry and Natural Resources now invites sealed Bids from eligible
Bidders for the following Lots:

LOT 1: Construction of New Offices and Renovation of the Existing Office Blocks and Institutional Houses at Chisenga in Chitipa, Chilumba in Karonga, Ntchena-Chena in Rumphi, Nkhata-Bay District Fisheries Office; – Contract No. 23/2021

LOT 2: Renovation of the Existing Office Blocks and Institutional Houses at Nkhotakota District Fisheries Offices and Linga in Nkhotakota, Senga-bay Fisheries Office and Chilambula Fisheries Offices in Salima District;- Contract No. 24/2021

LOT 3: Construction of New Offices and Renovation of the Existing Office Blocks and Institutional Houses at Malembo, Msaka, Monkey-bay and Namiyasi in Mangochi District and Zomba District Fisheries Office; – Contract No. 25/2021and

LOT 4: Construction of New Offices and Renovation of the Existing Office Blocks and Institutional Houses at Kasinthula in Chikwawa, Bangula in Nsanje and Chisitu Fisheries Offices in Mulanje Districts. – Contract No. 26/2021

4. Bidding will be conducted through the Open Competitive Bidding (National), OCB procedures as specified in the Bank’s Procurement Framework,October 2015, and is open to all eligible Bidders as defined in the Procurement Framework.

5. Interested eligible Bidders may obtain further information from The Project Coordinator, Project Implementation Unit, Ministry of Forestry and Natural Resources, Department of Fisheries (Capital Hill), Department of Fisheries Building, P.O Box 593, Lilongwe, Malawi and inspect the Bidding Document during office hours from 09:30 to 16:30 hours at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders from 10th November 2021upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MK20, 000.00. The method of payment will be Cash or cashier’s check. The document will be collected after proof of payment has been submitted

7. Bids must be delivered to the address below on or before 14:00 hours on Thursday, 11th December, 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 14:00hrs on Thursday 11th December, 2021.

8. All Bids must be accompanied by a Bid Security of Ten Million (MK10,000,000.00) for Lot 1, Ten Million (MK10,000,000.00) for Lot 2, Twelve Million (MK12,000,000.00) for Lot 3 and Ten Million (MK10,000,000.00) for Lot 4.
