1.0 The vision of the Ministry of Education is to establish a vibrant and competitive national education system that promotes socio-economic development through the provision of needs-based curricula, with emphasis on the application and utilisation of science, technology, and innovation. This vision is fully aligned to the aspirations of Malawi’s Vision 2063 of achieving an inclusively wealthy and self-reliant industrialised upper- middle-income country and with the Sustainable Development Goal (SDG) number 4, which is to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.” Following this vision, the current National Education Sector Investment Plan (NESIP 2020-2030) sets out the Government of Malawi’s education sector goals, objectives and strategies; and how these will be realized. The goals and objectives focus on expansion of equitable access to education, improvement of quality and relevance of education and better governance and management.
1.1 The Project which will be implemented in all the 34 education districts across the country will involve construction of schools of excellence infrastructure, provision of equipment, teaching and learning materials, and recruitment of qualified teachers and enrolment of learners. It is expected that the project will be implemented in phases with the first phase focusing on six (6) schools of excellence, one in each education division.
1.2 Teaching area comprising: 16 classrooms, administration block, Science Laboratory block with Physics/Chemistry room and Biology/ Agriculture room, ICT and Library block, Woodwork and Metal work block, Technical drawing and multipurpose room, Home economics and Textile block, Resource Centre for Inclusive education (visually and hearing impaired), Maintenance workshop – plumbing, electrical and ICT, and Multipurpose Hall.
Boarding facilities comprising: Hostels with 560 bed capacity, 2 Flats (one for Matron and one for Patron), Kitchen, Dining Hall, Maize Mill, Staff houses that shall include: 1 Head Teachers’ house, 24 senior staff houses and 11 junior staff houses, Recreation facilities and external works will include sports facilities, access roads, car parks, boundary fence etc.
2.0 The consulting firm shall be a multidisciplinary team comprising Architects, Structural Engineers, Services Engineers, Quantity Surveyors, Land Surveyors Environmental and Specialists and with a good track record and experience in providing the required services.
3.0 The Chairperson, Internal Procurement and Disposal Committee (IPDC), Ministry of Education now invites Expressions of Interest from professionally qualified and experienced firms to undertake detailed architectural designs for the construction of the schools of excellence and production of a master plan. Interested consultants may obtain further information in room 71 at the address below during working hours from 8:00 am to 4:30pm.
4.0 Sealed tender documents clearly marked “Consultancy Services for Development of Architectural Designs Master Plan and Design, of Schools of Excellence across the country” shall be submitted to The Chairperson, Internal Procurement and Disposal Committee, Ministry of Education, P/ Bag 328, Lilongwe 3, Malawi before 14:00 hours local time on Monday, 15th November. 2021.
5.0 Tender documents shall be deposited into a tender box situated on the first floor near the conference room, at Ministry of Education Headquarters. Late submissions will be rejected and returned unopened. Interested Architectural firms/contractors and/or their representatives and members of the general public, may attend the opening of the bids at 14:00 hours local time on Monday, 15th November, 2021 in the Ministry of Education Conference Room.
6.0. The Ministry reserves the right to reject any or all bids.
