Job Description
The Office of the Director of Public Officers’ Declarations (Directorate) is an independent governance public institution within the Malawi Government established in 2014 under Section 6(1) of the Public Officers’ (Declaration of Assets, Liabilities and Business Interests) Act. Under the said Act, the Directorate is mandated to administer and manage the public officers’ declaration regime in order to promote public confidence in the public service.
In order to fulfil its mandate effectively and efficiently, the Directorate invites applications from suitably qualified Malawians to fill the vacant Non-Established position tenable at the Directorate’s offices located in Lilongwe for a period of two (2)years, as follows:

Job Title : ICT Officer/Systems Analyst
(Grade I/ODP6), Non-Established (2-Year tenure)
Reporting to: Finance and Administration Manager
Location: Office of the Director of Public Officers’ Declarations, Lilongwe
MAIN DUTIES
Develop, test and install new ICT systems for the needs and requirements of the Directorate.
Consult with management to determine the role of ICT systems according to the nature of work in the Directorate.
Research emerging technologies and prepare the costs and benefits analysis report so that management can decide if the chosen ICT systems and computing infrastructure upgrades are financially viable.
Conduct regular reviews of systems and generating reports on efficiencies and improvement areas.
Trouble-shooting software issues including network.
Conduct maintenances and securities of the Directorate website.
Conduct end-user training and, where possible, produce simplified instruction manuals for any new system or software.
Respond to and assist staff in any ICT support requests.
Perform system backup and risk mitigation planning.
Perform any other duties as may be assigned from time to time.
QUALIFICATIONS AND EXPERIENCE
A Bachelor’s Degree in Computer Science, Business Information Technology, or related field from a recognized institution.
At least 3+ years’ similar work experience is desirable.
Extensive experience in the following programming languages: Java, C#, SQL server database and C++.
Advanced knowledge of Windows operating systems and Microsoft software.
Web technologies (PHP, JS, HTML, CSS) experience preferred.
Ability to focus on multiple projects at once and to trouble-shoot problems quickly.
Ability to work under pressure to meet deadlines.
Ability to upgrade, repair, and maintain computer networks.
