Project Background
The purpose of the Global Health Supply Chain (GHSC) program – Procurement and Supply Management (PSM) project is to ensure the uninterrupted supply of health commodities in support of USG-funded public health initiatives around the world.
The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities.
Principal Duties and Responsibilities
Manage office operations, including communications with landlord and security provider, office repairs and maintenance, and operational procurements for furniture and equipment
Oversee basic operational and technical procurements, including the procurement process, vendor selection, implementation, and payment, through supervision of the procurement officer
Support the Operations and Finance Director to oversee and/or participate in complex operational and
technical procurements, including drafting solicitation documents, communicating with potential vendors, managing the evaluation process, negotiating with awardees, and drafting contractual documents
Support management of project leases, subcontracts, purchase orders, etc., including drafting and issuing such contractual documents, communicating with vendors, drafting and issuing modifications (as needed), and ensuring prompt payment
Oversee management of project inventory, including ensuring accuracy of the inventory tracker, completion of quarterly inventory reviews, processing of operations-related purchases, and repair and/or disposition of inventory
Support and encourage office-wide use of SharePoint
Support project compliance with U.S. Government regulations, Chemonics’ corporate policies, laws of
Malawi, and any supplemental policies developed specifically for the GHSC-PSM project
Support Operations and Finance Director to develop and implement key management systems for
administration and procurement activities
Support review and updating of project procedure and policy manuals as necessary
Supervise the Operations Associate and Procurement Officer
Perform other duties as assigned.
Level of Effort and Location
This long-term position will be based in Lilongwe, Malawi.
Supervision
The Operations Manager will report to the Operations and Finance Director during the assignment.
Requirements
The ideal candidate will meet the following criteria:
• Bachelor’s Degree in Administration or a relevant Bachelor of Arts Degree.
• Strong communication English skills (oral and written).
• Ability to work in a team and independently with minimal supervision
• Supervisory and training experience
• At least three years’ experience working in office administration
• Experience with USAID projects rules and regulations preferred
• Good interpersonal skills, honesty, and commitment to excellence
• Strong organizational and work prioritization skills, attention to detail
• Ability to work both independently and as part of a team
• Demonstrates leadership, versatility, and integrity
